Today’s newspaper shows the Sacramento County Sheriff’s Department and the City Police are citing certain offenders to appear in court rather than arrest them as had previously been the norm. With the reduction to misdemeanors, of many offenses that used to be felonies, law enforcement is electing not to take the offenders to jail.
The law was designed to reduce inmate populations in prisons and county jails. The savings were intended to be funneled into rehabilitation facilities and mental health programs. Perhaps with the savings it will be possible to reduce the high cost of law enforcement by reducing personnel in many law enforcement agencies. It might be likened to ending a war and no longer needing the same number of servicemen and women.
